A stark warning reverberated across the Americas as Secretary of State Marco Rubio declared the sovereignty of the Western Hemisphere “non-negotiable.” This came after the United States and several regional allies publicly accused China of retaliatory detentions of Panama-flagged ships, igniting a tense dispute over control of vital canal ports.

The joint statement, issued alongside Bolivia, Costa Rica, Guyana, Paraguay, and Trinidad and Tobago, condemned China’s actions as a “blatant attempt to politicize maritime trade.” Officials framed the escalating situation not merely as a localized conflict, but as a critical test of influence over one of the world’s most important commercial waterways.

While the current friction centers on ship detentions, rather than a full blockade, observers are increasingly connecting it to broader global power struggles. These include confrontations over strategic chokepoints like the Strait of Hormuz, revealing a growing contest between Beijing and Washington for dominance in shaping the rules of global commerce and energy flow.

The immediate catalyst was a ruling by Panama’s Supreme Court earlier in the year, invalidating the legal basis for Hong Kong-based CK Hutchison’s decades-long control of the Balboa and Cristobal terminals. These terminals are crucial to the Panama Canal, handling approximately 5% of all global maritime trade.

Since March 8th, U.S. regulators have been tracking nearly 70 Panama-flagged vessels detained by Chinese authorities. American officials believe this surge in detentions is a deliberate act of retaliation against Panama, and a calculated attempt to exert pressure on the global shipping industry.

According to China expert Gordon Chang, this pattern of behavior echoes China’s use of Iran to destabilize the Middle East. He argues that Beijing is employing similar tactics – economic leverage, trade pressure, and regional partnerships – to expand its influence, while simultaneously criticizing the United States for doing the same.

Chang suggests a shift in U.S. strategy is underway, targeting not only China directly, but also nations and geopolitical hotspots that have historically bolstered Beijing’s power. He points to a previous approach of countering China’s proxies, like Venezuela, Cuba, and Iran.

The potential disruption of the Strait of Hormuz is viewed as a dual strategy, simultaneously crippling Iran’s regime and destabilizing China’s economy. This, Chang contends, represents a deliberate effort to reshape the global order through energy control.

Chang leveled accusations of hypocrisy against China, asserting that Beijing has long benefited from a global trading system it is now actively weaponizing for geopolitical gain. He believes China initiated this cycle of action and retaliation, and that U.S. responses were a direct consequence of Chinese aggression.

China vehemently rejects these accusations, maintaining that it is not politicizing trade. Its Foreign Ministry dismissed U.S. criticism as a reflection of Washington’s own strategic ambitions regarding the Panama Canal, and vowed to protect its interests in Panama.

A Chinese Foreign Ministry spokesperson further accused the United States of manipulating the situation and warned other nations against being “deceived or exploited.” The spokesperson also asserted that the U.S. is itself guilty of politicizing ports and trade routes.

Requests for comment sent to the Chinese Embassy in Washington, D.C., went unanswered, leaving a critical voice silent amidst the escalating tensions. The situation remains fluid, with the potential to significantly impact global trade and geopolitical stability.
