Senator Josh Hawley has urgently called upon House Speaker Mike Johnson to prevent taxpayer money from being used for gender-affirming care for minors, warning of a potential influx of billions to organizations like Planned Parenthood.
The current safeguard – a federal prohibition on taxpayer funding for abortion and related “trans-treatment” services – is set to expire on July 4th. This expiration, Hawley argues, would open the floodgates to federal dollars supporting hormone therapy, puberty blockers, and irreversible procedures for children.
Hawley’s attempt to enact a similar ban in the Senate recently failed, placing the onus squarely on the House to act swiftly. He paints a stark picture: without immediate intervention, billions earmarked for Medicaid could be redirected to fund these treatments for young people.
A Government Accountability Office estimate reveals the scale of potential funding. Planned Parenthood alone received over $1.5 billion in Medicare and Medicaid funds between 2019 and 2021, raising concerns about a significant expansion of their gender-affirming care services.
Recent data from Concerned Women for America underscores this concern, showing a surge of over 40% in sex change treatments offered at Planned Parenthood clinics. This suggests the organization is poised to dramatically expand these services if federal funding becomes available.
Hawley contends that allowing this to happen would be a betrayal of vulnerable populations. He warns that funds intended for the elderly and those in need could be diverted to support what he describes as a “transgender agenda.”
The senator’s proposed budget amendment, defeated in the Senate, would have established a pathway to defund abortion providers as part of the fiscal year 2026 budget resolution – crucially, without adding to the national debt. Now, the fate of this funding rests with Speaker Johnson and the House of Representatives.
