A bold proposal is taking shape for the future of Gaza, presented to the U.N. Security Council by the U.S. ambassador. It envisions a two-year international stabilization force, a critical “phase two” in a broader postwar plan, aiming to secure the region and begin the daunting task of disarming armed groups.

The plan isn’t simply about military presence; it’s about rebuilding trust and establishing a foundation for lasting peace. Discussions have already begun with key regional players – Egypt, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates – to coordinate humanitarian efforts and reconstruction, recognizing that security and stability are inextricably linked to the well-being of the population.

Washington is seeking contributions from Muslim-majority nations, but the path forward is fraught with political complexities. Israel has already voiced opposition to the participation of Turkish troops, highlighting the delicate balancing act required to forge a viable coalition.

A central element of the proposal involves a transitional “Board of Peace,” designed to work alongside Egypt, Israel, and a carefully vetted Palestinian police force. This represents a rare diplomatic engagement, including the Palestinian Authority, with the long-term goal of restoring authority to a reformed PA – a condition that currently faces Israeli resistance.

Experts emphasize that success hinges on learning from past interventions. John Spencer, chair of urban warfare studies, points to Kosovo as a model, not Lebanon. “History shows exactly what determines success: a clear mandate, enough troops and the authority to act.”

The 1999 deployment of the Kosovo Force (KFOR), with approximately 50,000 troops under U.N. oversight, successfully stabilized the region through a clear disarmament mandate and a capable coalition. This stands in stark contrast to the experience in Southern Lebanon, where the U.N. Interim Force in Lebanon (UNIFIL) was largely ineffective due to a lack of authority to address the entrenchment of militant groups.

The Dayton Accords and the subsequent interventions in Bosnia offer another valuable lesson. Deploying significant forces – around 60,000 troops – with clear mandates for disarming warring factions proved crucial to enforcing peace and supporting reconstruction. These missions possessed both the “muscle and legitimacy” necessary for success.

East Timor provides a compelling example of rapid governance rebuilding when a force operates with legitimacy and earns local trust. Establishing that trust from the outset will be paramount in Gaza.

The proposed strategy for Gaza involves an “inkblot” approach: stabilizing cleared districts while ongoing combat continues elsewhere. This allows for the creation of safe zones where the international force can focus on humanitarian aid, demining, and restoring order, offering a tangible vision of life beyond conflict.

Even amidst the ongoing challenges, there are glimmers of hope. Recent visits to Gaza have revealed the potential of newly established humanitarian zones within secured areas, demonstrating that early successes can build momentum.

Currently, around 200 U.S. personnel are on the ground, coordinating logistics and planning for the transition. This small presence will be vital in facilitating aid, reconstruction, and stabilization efforts without direct combat involvement.

However, the mission will inevitably face resistance, including disinformation campaigns aimed at undermining peace. Anticipating and countering these efforts, particularly online, is crucial. Simultaneously, building local capacity through the training of a vetted Palestinian police force and governance team is essential for establishing long-term legitimacy.

The road ahead is undeniably long and complex, demanding patience and a commitment to learning from both successes and failures. The future of Gaza hinges on a clear mandate, sufficient resources, and the unwavering resolve to build a lasting peace.
