The small town of Coldwater, Kansas, found itself at the center of a stunning revelation this week. Their mayor, Joe Ceballos, a permanent resident from Mexico, has been formally charged with multiple felonies related to illegal voting in recent elections.

Kansas Secretary of State Scott Schwab and Attorney General Kris Kobach announced the charges, alleging Ceballos cast ballots in 2022, 2023, and 2024 despite his non-citizen status. The accusations include three counts of voting without qualification and three counts of election perjury – each carrying a potential prison sentence exceeding five years and fines up to $200,000.

The timing of the charges adds another layer of complexity to the situation. Ceballos was actively on the ballot for re-election on Election Day and, remarkably, won with an overwhelming 83% of the vote. This occurred while the investigation was underway, highlighting a significant breach of trust.

Ceballos’s political career in Coldwater began in 2021 when he was first elected mayor, following two previous terms serving on the city council. His leadership was seemingly embraced by the community, unaware of the legal issues surrounding his eligibility.

Attorney General Kobach emphasized this isn’t an isolated incident, stating noncitizen voting is a recurring problem, not a rare occurrence. He revealed they are actively utilizing a federal database to cross-reference voter rolls with immigration records, aiming to uncover further instances of potential voter fraud.

While the charges focus on illegal voting, it’s also been noted that Kansas law requires city officials, including mayors, to be U.S. citizens. Though not directly charged with this, the revelation raises questions about the validity of his mayoral position from the outset.

Kobach expressed deep concern over the violation of public trust, emphasizing the reliance on honesty when individuals sign voter registration forms and attest to their citizenship. He alleges Ceballos knowingly disregarded this fundamental principle.

City officials in Coldwater claim they were only informed of the situation on Wednesday, prompting a special meeting of the city council called by Mayor Ceballos himself to address the unfolding events. The council now faces the difficult task of determining the future of the mayoral race after certification.

Ceballos is scheduled to appear in court on December 3rd, marking the beginning of a legal battle that has shaken this Kansas community and ignited a broader conversation about election integrity and the responsibilities of public office.
