The Philippine labor market showed a concerning fragility in September, with the unemployment rate ticking up to 3.8%. This translates to roughly 1.96 million Filipinos searching for work – a rise from the previous year, and a stark reminder of the economic challenges facing the nation as the holiday season approaches.

Natural disasters played a significant role in this shift. Typhoons and earthquakes disrupted hiring plans across various sectors, creating uncertainty for both employers and job seekers. While a slight improvement was seen compared to August, the underlying trend points to a delicate recovery susceptible to external shocks.

Despite the headwinds, Labor Secretary Laguesma expressed cautious optimism, anticipating a surge in hiring during the traditionally busy holiday period. However, this hope is tempered by the reality of a workforce grappling with instability and the lingering effects of recent calamities.

Jobless rate at 3.8% in September

A closer look at the numbers reveals a concerning pattern of job losses. The “other service activities” sector experienced the largest annual decline, shedding nearly half a million positions. Manufacturing, transportation, and even public administration also saw significant reductions in employment.

The decline in “other service activities” may be linked to fluctuations in household income, with demand for domestic services often mirroring economic conditions. Simultaneously, global trade uncertainties are casting a shadow over the manufacturing sector, impacting export-oriented businesses.

Recent tariffs imposed by the United States on Philippine-made goods are adding to these pressures, potentially exacerbating job losses in manufacturing. The sector has already seen a decline of over 208,000 workers in the first nine months of the year, signaling a worrying trend.

While some sectors experienced growth – notably construction, fishing, and accommodation – these gains were not enough to offset the overall losses. The construction boom, however, is accompanied by a troubling rise in underemployment, indicating many workers are unable to secure full-time positions.

Underemployment, the rate of workers seeking more hours or better jobs, actually worsened in September despite an annual improvement. This suggests that even those with jobs are struggling to earn a sustainable living, highlighting a critical issue of job quality.

The labor force participation rate also declined, with over half a million workers leaving the workforce in a single month. This decrease, combined with the number of officially unemployed, paints a comprehensive picture of a labor market under considerable strain.

Investigations into irregularities in flood control projects may also be contributing to the uncertainty within the construction industry. While the full impact isn’t yet reflected in the labor data, it raises concerns about the integrity of government spending and its effect on job creation.

Analysts suggest the upcoming holiday season could provide a temporary boost to employment, particularly in retail and tourism. However, they caution that weather-related disruptions and ongoing global economic challenges could limit these gains.

Experts warn of a “double whammy” impacting the Philippine labor market: the devastating effects of climate change and the corrosive influence of corruption. These factors are prolonging the economic slump and require urgent, deliberate action from the government.

The situation demands a proactive response. If the private sector cannot provide sufficient employment opportunities, the government must step in to fill the gap and provide a safety net for struggling Filipinos. The future of the nation’s workforce depends on it.
