A potential clash is brewing between New York’s governor and the incoming mayor-elect over a bold vision for the city’s public transportation system. Governor Kathy Hochul has expressed reservations about a plan to eliminate bus fares, questioning the financial feasibility of such a sweeping change.

Speaking at a recent conference, Hochul emphasized the significant financial commitments already made to the Metropolitan Transportation Authority (MTA). She indicated that diverting funds currently reliant on fare revenue isn’t immediately viable, given ongoing major projects and the system’s operational needs.

However, the governor didn’t entirely dismiss the idea of increased affordability. She acknowledged a willingness to explore pathways to provide assistance to those who need it most, suggesting a more nuanced approach might be possible.

These comments follow a prior endorsement of Zohran Mamdani, the mayor-elect who championed the free bus initiative during his campaign. Mamdani remains steadfast in his commitment, describing his goal as making New York City’s buses both faster and free.

Mamdani, identifying as a Democratic socialist, proposes funding this ambitious plan through increased taxes on the city’s wealthiest residents and corporations. He specifically suggests a 2% increase in the personal income tax rate for the top 1% and raising the corporate tax rate to align with New Jersey’s 11.5%.

He argues that these measures represent the most direct route to funding not only free buses but also universal childcare, framing it as a crucial investment in the city’s future. Mamdani has repeatedly stated his priority is securing the funding, regardless of the specific method.

Currently, a single bus ride in New York City costs $2.90, with express buses priced at $7. The MTA is already grappling with a substantial problem of fare evasion, reporting losses of approximately $315 million in 2022 alone.

The debate highlights a fundamental disagreement over how to address affordability and accessibility within the city’s public transportation network. It sets the stage for potential negotiations as Mamdani prepares to take office and implement his progressive agenda.
