The shadow lifting from Pavel Durov, founder of the messaging app Telegram, marks a significant turn in a year-long legal battle waged within the heart of Paris. Once detained and barred from leaving France, the Russian-born entrepreneur now faces no restrictions on his travel, a development confirmed by judicial sources close to the investigation.

Durov, 41, found himself at the center of a French investigation concerning illegal content allegedly flourishing on Telegram. Authorities scrutinized the platform’s potential complicity in criminal activities, ranging from illicit transactions to the horrifying presence of child sexual abuse imagery. This led to his initial detention and a formal investigation into his role.

Initially, the judicial control imposed on Durov allowed him limited freedom – brief, two-week residencies in the United Arab Emirates, where Telegram’s operations are based. He was required to regularly report to police in Nice, a constant reminder of the accusations leveled against him. This partial relaxation, granted in July, hinted at a shifting perspective within the legal proceedings.

Now, that shift is complete. The complete removal of the travel ban signifies a notable change in the case’s trajectory. Authorities, according to sources, have determined that Durov has consistently adhered to the terms of his judicial supervision over the past year.

During questioning in December, he acknowledged the growing presence of criminal elements on Telegram, publicly committing to bolster content moderation efforts. This admission, however, didn’t quell the investigation.

Durov hasn’t remained silent in his defense. He has vehemently contested the allegations, arguing that French authorities failed to adhere to proper legal protocols when requesting content moderation. He also sharply criticized his arrest, claiming it inflicted substantial damage on France’s reputation as a champion of freedom.

Despite the lifting of the travel ban, the core of the investigation remains unresolved. Durov, who holds both French and Russian passports, continues to deny any wrongdoing. His legal team has chosen to refrain from commenting on the latest developments, maintaining a guarded silence as the case unfolds.

The lifting of the ban doesn’t equate to exoneration, but it does represent a crucial step for Durov. It allows him to fully manage Telegram’s operations from its base in the UAE, while the French legal system continues to assess the complex questions surrounding content moderation and responsibility in the digital age.
