She’s adapted, as many have. Her family raised their home, a desperate attempt to keep the encroaching waters at bay. But the struggle continues. “I immediately shower when I get home,” she shares, a simple act born of necessity, a shield against the illnesses that floodwaters bring. Decades of government projects promised relief, yet the problem persists, a constant weight on the lives of urban poor Filipinos.

Now, a shocking revelation has shaken the foundations of those efforts. An investigation uncovered 421 “ghost” flood control projects – billions of pesos allocated, yet no work ever done. A staggering P255 billion vanished, effectively wiping out flood control funding for the coming year. The public outcry demanded answers, and a desperate search for solutions began.

The answer, surprisingly, may lie in the realm of technology. Officials are turning to innovative systems designed to rebuild trust and expose corruption at its source. Blockchain ledgers, livestreamed bidding processes, and the watchful eye of satellites are being deployed to meticulously track every peso spent on public works, ensuring that promises translate into tangible results.

The Department of Public Works and Highways, long under scrutiny, has launched “Integrity Chain,” a blockchain-powered platform. Imagine a digital record book, impervious to tampering, where every transaction is permanently etched in stone. “Any alteration will be immediately visible,” explains a founding trustee of the Blockchain Council of the Philippines. Independent validators – from universities to media outlets – will scrutinize the data, adding layers of accountability.

But the oversight doesn’t stop there. Agencies are now looking to the skies, utilizing satellite imagery to monitor land use and project development. The Department of Human Settlements and Urban Development is employing a tool called AutoCAM, which uses remote sensing and artificial intelligence to detect zoning violations and ensure flood control projects are built in the right locations – in real-time.

This technology can compare approved land-use plans with current satellite images, instantly flagging discrepancies. “If the plan doesn’t match what’s happening on the ground, the system flags it,” explains an agency official. It’s a powerful tool, capable of saving local governments countless hours of investigation and potentially preventing future abuses.

A revived project tracking system, DIME, utilizes drones, geotagging, and satellite images to monitor major public investments. The goal is to make project data publicly available, allowing citizens to see for themselves whether funds are being used effectively. The Philippine Space Agency is playing a crucial role, providing the imagery and technical expertise needed to power these systems.

However, experts caution that technology alone isn’t a panacea. Blockchain won’t magically eliminate collusion, and the government’s lack of expertise could lead to dependence on costly, proprietary systems. Capacity building is essential – empowering local governments to effectively utilize these tools and interpret the data they provide.

Ultimately, the success of these initiatives hinges on political will. Science and technology can provide the tools, but it’s up to leaders to choose to use them for the benefit of the people. Transparency, not just anti-corruption, must be the guiding principle.

She just wants a street that stays dry, a life free from the constant threat of rising waters. “I just hope the floods stop becoming a fixture in our lives because it’s so hard,” she says, a quiet plea echoing the hopes of countless families across the Philippines.
