A wave of dismay and anger is sweeping through LGBTQ+ advocacy groups following a significant policy shift by Girlguiding, the UK’s largest organization for girls and young women. The organization has announced it will no longer admit transgender girls into its Rainbows, Brownies, Guides, and Rangers groups.
The decision, impacting an organization with roughly 300,000 members aged four to eighteen, restricts membership to those identified as female at birth. This means while transgender boys will still be welcomed, their sisters and friends who identify as girls will be excluded from participating in the beloved traditions of Girlguiding.
The change comes after a period of internal conflict, including legal action brought by a former unit leader, Katie Alcock. Alcock, a psychology lecturer, claimed she was expelled for expressing “gender-critical” beliefs, specifically concerns about safeguarding in situations like changing rooms and overnight stays.
Alcock’s concerns centered on the potential for men and boys to be present in spaces traditionally reserved for girls, a fear she voiced even before the policy change. She stated her willingness to adhere to any Girlguiding policy, provided it didn’t compromise safeguarding, a position the organization deemed unacceptable.
Trans rights advocates are condemning the move as a devastating blow to inclusivity and a direct attack on vulnerable young people. Campaign group TransActual labeled the policy a “horrible act of violence,” arguing that Girlguiding is succumbing to prejudice and institutional power.
The organization maintains the decision was “difficult” and arrived at after “detailed considerations, expert legal advice and input from senior members, young members.” They cite the Equality Act (2010) in their justification, aiming to define membership based on biological sex assigned at birth.
Despite the restrictive change, Girlguiding insists it remains committed to inclusion and will explore ways to support marginalized groups. A new task force has been established to investigate potential avenues for continued advocacy, though details remain scarce.
The policy change has ignited a fierce debate about safeguarding, inclusion, and the rights of transgender youth. Many fear this decision will inflict lasting trauma on a generation of LGBTQ+ individuals, further marginalizing a community already facing significant challenges.
Girlguiding leadership released a joint statement emphasizing their enduring commitment to dignity and respect, acknowledging the profound impact this decision will have on some members. However, for many, the message rings hollow in the face of exclusion.
