A fragile hope hangs over Gaza, as Israel and Hamas stand on the precipice of a second phase in the ceasefire agreement. The final, agonizing piece of this initial stage – the return of the remains of Ran Gvili, a 24-year-old police officer – is the key to unlocking the next, far more complex steps.

Prime Minister Netanyahu announced the expectation of this transition, but tempered optimism with a stark warning: the path ahead will be fraught with challenges. The second phase envisions the ambitious goal of disarming Hamas and demilitarizing Gaza, a prospect many once deemed impossible.

The return of Gvili’s remains, alongside Israel’s reciprocal release of fifteen Palestinian bodies, would formally conclude the first stage of a comprehensive 20-point plan. However, Hamas claims the devastation of two years of conflict has buried some remains under layers of rubble, a claim met with skepticism from Israeli officials.

Families of those still awaiting the return of their loved ones are resolute. “We cannot advance to the next phase before Ran Gvili returns home,” a statement from the hostage families declared, underscoring the profound human cost at the heart of this conflict.

Netanyahu acknowledged the difficulty, drawing parallels to the post-war reconstruction of Germany, Japan, and Gulf States. He believes deradicalization is possible in Gaza, but only after the complete dismantling of Hamas – a monumental undertaking.

Germany, a steadfast ally of Israel, is actively contributing to the implementation of the second phase. Officers and diplomats are being deployed to a U.S.-led coordination center in southern Israel, alongside vital humanitarian aid for the people of Gaza.

Chancellor Merz reaffirmed Germany’s unwavering commitment to Israel’s security, a pledge rooted in the historical weight of the Holocaust. He emphasized that this support remains “unchanging, today, tomorrow, and forever.”

While supporting a future two-state solution, Germany maintains that Palestinian statehood must be the *result* of a process, not a precondition. The U.S.-drafted plan leaves the door open to Palestinian independence, but Netanyahu remains wary of empowering Hamas through the creation of a Palestinian state.

Complicating matters, Netanyahu revealed concerns about a potential arrest warrant issued by the International Criminal Court related to the conflict in Gaza, influencing his decision to postpone a planned visit to Germany. Despite this, Chancellor Merz hinted at a possible future invitation.

Amidst the diplomatic maneuvering, violence continues to simmer. Israeli forces reported killing a militant near the dividing line in Gaza, while the Gaza Health Ministry reported over 370 Palestinian deaths since the ceasefire began, including six in the last 24 hours.

The origins of this conflict remain a haunting memory. The Hamas-led attack in 2023 claimed the lives of around 1,200 people and led to the abduction of over 250 hostages, most of whom have now been released or their remains recovered.

The devastating Israeli offensive in Gaza has resulted in at least 70,360 Palestinian deaths, according to the Hamas-run Health Ministry. While the ministry doesn’t distinguish between combatants and civilians, it reports that nearly half of those killed were women and children – figures considered reliable by the UN and other international organizations.
