Despite recent optimistic pronouncements of strengthened ties, a stark reality is emerging regarding Canada-Mexico relations: Mexican businesses face significant hurdles when attempting to invest in Canada.

A recently released report from Mexico’s embassy in Canada details a frustrating landscape of bureaucratic obstacles and financial complexities that are actively discouraging potential investors.

The report reveals that numerous Mexican firms, spanning industries from construction and finance to food processing and real estate, have expressed serious concerns about the excessive demands, costs, and sheer volume of red tape involved in establishing operations within Canada.

These aren’t hypothetical concerns; companies actively sought guidance from the embassy, only to be met with a system that appears deliberately obstructive. The report was submitted earlier this month to Canada’s Senate Foreign Affairs Committee, highlighting the urgency of the issue.

The difficulties extend beyond simple bureaucratic delays. Mexican diplomats themselves encountered significant challenges in gathering even basic data on foreign direct investment originating from Mexico.

Canada lacks a centralized, publicly accessible registry of foreign investment, unlike Mexico’s comprehensive National Registry. This forces companies to navigate a patchwork of provincial registries, often with requests for information being denied due to privacy restrictions.

This lack of transparency creates a significant disadvantage for Mexican businesses attempting to understand the Canadian investment landscape and plan accordingly.

The situation is particularly troubling given recent high-level agreements. Just months ago, Prime Minister Carney and Mexican President Sheinbaum signed a deal promising a “new era of elevated co-operation,” including ambitious plans for infrastructure projects like ports, rail corridors, and energy developments.

However, the report suggests that this vision of seamless collaboration is clashing with the entrenched realities of Canada’s bureaucratic system, potentially undermining the very partnerships it seeks to foster.

The disconnect between diplomatic pledges and on-the-ground realities raises serious questions about the true depth of this “new era” and the practical challenges facing businesses attempting to capitalize on it.
