A sweeping decision by Israel is poised to dramatically restrict humanitarian aid reaching Gaza, as licenses for over two dozen organizations – including Doctors Without Borders – have been suspended. The move, set to take effect on January 1st, stems from new regulations demanding unprecedented levels of transparency regarding staff, funding, and operational details.

The Ministry of Diaspora Affairs alleges that these organizations failed to comply with the new requirements, specifically accusing Doctors Without Borders of not fully clarifying the roles of personnel potentially linked to Hamas and other militant groups. This accusation echoes previous claims, intensifying a growing rift between Israel and the international aid community.

Aid organizations are vehemently contesting the new rules, labeling them arbitrary and dangerously compromising to their staff’s safety. Approximately 15% of NGOs operating in Gaza now face the prospect of closure, potentially crippling vital social services like food distribution, healthcare, and mental health support for a population exceeding two million.

The Norwegian Refugee Council, CARE International, and divisions of Oxfam and Caritas are among the major organizations impacted. These groups provide essential lifelines, and their absence will exacerbate the already dire humanitarian crisis unfolding in the devastated territory.

The core of the dispute lies in Israel’s demand for detailed staff lists, including the names of Palestinian workers within Gaza. Some organizations refused to comply, citing legitimate fears of targeting and concerns over European data protection laws. The risk to local aid workers, already facing immense danger, is paramount.

“It comes from a legal and safety perspective,” explains Shaina Low, communications advisor for the Norwegian Refugee Council. “In Gaza, we saw hundreds of aid workers get killed.” The suspension of licenses will force the closure of offices in Israel and East Jerusalem, effectively halting the flow of international personnel and aid into Gaza.

Israel insists the regulations are not intended to block aid, but to prevent its exploitation by Hamas. Officials claim the affected organizations represent less than 1% of total aid entering Gaza, and assistance will continue through permitted channels. However, this assertion does little to quell the growing alarm among humanitarian groups.

Minister of Diaspora Affairs Amichai Chikli delivered a stark message: “Humanitarian assistance is welcome – the exploitation of humanitarian frameworks for terrorism is not.” This statement underscores Israel’s unwavering stance, even as the needs within Gaza reach catastrophic levels.

This isn’t an isolated incident. Israel has previously accused the UN Relief and Works Agency (UNRWA) of infiltration by Hamas, leading to a ban on its operations within Israeli territory and a suspension of funding from major donors like the United States. These accusations, consistently denied by the UN, highlight a pattern of distrust and escalating tensions.

AIDA, an umbrella organization representing over 100 groups operating in the Palestinian territories, reports that Israel failed to provide assurances regarding the use of collected data, raising serious concerns about potential military or intelligence applications. With over 500 aid workers already lost in the conflict, the stakes are impossibly high.

Organizations offered alternative vetting solutions, such as utilizing third-party assessments, but Israel reportedly refused to engage in dialogue. This lack of communication and willingness to compromise has fueled the crisis, leaving the future of humanitarian aid in Gaza hanging precariously in the balance.
