Wisconsin Judge Hannah Dugan, facing mounting pressure after a recent obstruction conviction, has submitted her resignation to the governor. The decision comes as Republicans prepared to initiate impeachment proceedings following her December conviction, effectively ending a tumultuous chapter in the state’s legal landscape.

Dugan’s letter, delivered Saturday, acknowledged the immense challenges posed by ongoing federal legal battles. She framed her resignation not as an admission of guilt, but as a necessary step to protect the independence of the judiciary from what she described as unprecedented interference.

Throughout her decade on the bench, Dugan asserted she consistently strived to uphold principles of dignity, respect, and justice in every case. She maintained a commitment to courtroom decorum and public safety, handling thousands of matters with deliberate and consistent judgment.

However, the judge recognized the case against her had become a significant distraction, overshadowing the vital work of the court. She vowed to continue fighting the charges, believing the outcome would have far-reaching implications for the integrity of the judicial system.

The controversy began last April when federal prosecutors accused Dugan of actively hindering immigration officers attempting to arrest a Mexican immigrant, Eduardo Flores-Ruiz, outside her courtroom. She allegedly diverted the officers and guided Flores-Ruiz to safety through a private exit.

A federal jury ultimately convicted Dugan of felony obstruction, a charge that quickly became a focal point in the national debate over immigration policy. The case drew attention from President Trump, who championed a strict immigration crackdown, while Democrats argued the prosecution was politically motivated.

Republican leaders swiftly praised Dugan’s resignation, viewing it as a necessary step to restore confidence in the judiciary. Assembly Speaker Robin Vos expressed satisfaction that Dugan had “done the right thing” by adhering to the state constitution.

Despite the political fallout, some colleagues expressed admiration for Dugan’s commitment to justice. Ann Jacobs, chair of the Wisconsin Elections Commission, lauded Dugan’s desire to shield the courts from becoming entangled in a personal political battle.

The incident unfolded on April 18th when immigration officers arrived at the Milwaukee County courthouse, learning Flores-Ruiz had illegally re-entered the country and was scheduled for a hearing before Dugan. They intended to arrest him on an administrative warrant.

Dugan confronted the agents, questioning the validity of their warrant and directing them to consult with the chief judge. After the agents temporarily left, she escorted Flores-Ruiz and his attorney out of the courthouse through a private jury door, attempting to shield him from arrest.

Agents, however, spotted Flores-Ruiz in the corridor and pursued him, ultimately arresting him after a brief foot chase. The U.S. Department of Homeland Security later confirmed Flores-Ruiz had been deported in November, concluding the immediate immigration aspect of the case.
