The shift in messaging was deliberate, a clear attempt to allay fears of a prolonged foreign intervention. Rubio emphasized a distinctly different approach than those seen in Iraq or Afghanistan, framing Venezuela as a Western Hemisphere issue demanding a tailored response. He asserted this wasn’t a mission born from the complexities of the Middle East.

Even before Maduro’s removal, the administration’s actions had drawn scrutiny.
