A stunning fall from grace has concluded with the resignation of Milwaukee County Circuit Judge Hannah Dugan. She stepped down Saturday, just as Wisconsin Republicans prepared to initiate impeachment proceedings following her felony conviction in December.

The case centered around a brazen act of defiance within the walls of her own courthouse. On April 18th, Eduardo Flores-Ruiz, a Mexican national with a prior deportation, appeared before Judge Dugan on a battery charge. Federal ICE agents waited outside, possessing a warrant for his immigration violations.

Instead of allowing lawful procedure to unfold, Dugan directly challenged the agents, questioning their authority and diverting their attention. This calculated move created a window of opportunity – one she exploited by secretly escorting Flores-Ruiz and his attorney out a private jury door, attempting to help him evade arrest.

The escape attempt was short-lived. Agents quickly spotted the group and gave chase, ultimately apprehending Flores-Ruiz just outside the courthouse. The Department of Homeland Security later confirmed his deportation in November, but the repercussions for Dugan were just beginning.

Federal prosecutors charged her with felony obstruction of proceedings and misdemeanor concealment, offenses carrying potential prison sentences of up to five and one year respectively. The charges stemmed from a deliberate attempt to undermine federal law enforcement and obstruct justice.

During the December trial, ICE agents provided detailed testimony outlining Dugan’s interference. After six hours of deliberation, the jury found her guilty on the felony obstruction charge, a verdict that ignited calls for her removal from office.

Assembly Speaker Robin Vos and Majority Leader Tyler August demanded her immediate resignation, citing the Wisconsin Constitution’s prohibition against convicted felons holding public office. They vowed to pursue impeachment – a historic first for Wisconsin since 1853 – if she refused to comply.

In her resignation letter to Governor Evers, Dugan defended her decade on the bench, emphasizing her commitment to dignity, respect, and justice. She characterized her legal battle as a defense of “judicial independence,” expressing regret that a “partisan fight” would now be avoided.

Governor Evers’ office confirmed receipt of the letter and announced plans to swiftly fill the resulting vacancy. The case serves as a stark reminder that no one, regardless of position, is above the law, and that the integrity of the judicial system demands unwavering adherence to legal principles.
