The Act’s origins lie in a historical fear of endless European conflicts. Its architects sought to prevent the concentration of war-making authority in a single individual, ensuring that the decision to initiate hostilities rested with the collective body of Congress.

The administration characterized the operation as a targeted strike against a corrupt regime, culminating in the capture of the Venezuelan leader and his wife, now held in New York facing narco-terrorism charges. This narrative, however, failed to satisfy Senator Paul.

Paul directly challenged the administration’s attempt to reframe the operation as a law enforcement matter. He sarcastically questioned whether the justification for bombing an entire country was simply to protect agents arresting an alleged drug dealer.

Ironically, Paul’s past support for President Trump stemmed, in part, from Trump’s repeated promises to avoid regime change interventions. He cited numerous campaign videos where Trump explicitly rejected the idea of toppling foreign governments.

The War Powers Resolution is scheduled for debate on the Senate floor, with a vote anticipated shortly thereafter. Paul emphasized the gravity of the moment, underscoring that the question of who initiates war – and when – remains one of the most vital debates Congress can undertake.
