Moncada, a Venezuelan national, illegally entered the U.S. in 2022 and was released into the country. He subsequently faced arrest for driving under the influence and unauthorized vehicle use, with a final order of removal already in place.
Zambrano-Contreras also entered the U.S. illegally, in 2023, and was similarly released. She is alleged to have actively participated in the Tren de Aragua prostitution ring and was previously linked to a shooting in Portland.
