Twenty-eight years ago, Fenny Campbell’s life was brutally stolen in the snow-covered driveway of her Wyoming home. Her husband, Donald, ambushed her with a heavy pestle, a seemingly innocuous kitchen tool transformed into an instrument of unimaginable violence.

The attack unfolded with chilling speed. Fenny had just finished a bible study, a moment of peace shattered by her husband’s rage. Two of their three children were inside the house, unknowingly close to the horror unfolding just outside.

Donald Campbell attempted to conceal his crime, even staging the scene to appear as a tragic accident. He tried to force his wife’s body into the car, then drove erratically, ultimately crashing into a transport truck – a desperate, clumsy attempt at deception.

The ten-week trial revealed a pattern of abuse, both emotional and mental, leading up to the murder. Fenny had sought legal advice for a divorce on the very day she died, a final act of courage that sealed her fate.

Campbell, once a respected figure in his community, harbored a $75,000 life insurance policy on his wife and was engaged in an affair. The motive was a chilling blend of financial gain and selfish desire.

Despite a life sentence for first-degree murder, Campbell relentlessly pursued unescorted temporary absences, opportunities to re-enter society. For years, he was denied, but a recent appeal granted him a chance – a “paper hearing” that bypassed a crucial in-person inquiry.

Fenny’s children, now adults, vehemently opposed the decision. They pleaded with the Parole Board, sharing the devastating impact of their mother’s loss and fearing for their safety. Their voices, they believed, deserved to be heard directly, not filtered through written submissions.

Their fears were tragically validated. After a single successful temporary absence, Campbell violated the conditions of his release. Within fifteen minutes of arriving at a halfway house, he signed out without proper authorization, misleading staff about his whereabouts.

He claimed a scheduled meeting, but his parole officer was unaware. When contacted, Campbell ignored repeated phone calls, even blocking their numbers. He later denied any wrongdoing, claiming permission and feigning ignorance of the missed calls.

The deception didn’t end there. Upon his return, Campbell was found with $200 in cash, claiming he hadn’t had a chance to disclose it during a previous meeting. The Parole Board saw this as further evidence of his dishonesty and manipulative behavior.

The board’s decision to revoke his temporary absences was unequivocal. Campbell, they concluded, “misled staff to get what he wanted,” and demonstrated a disturbing pattern of denial and manipulation – a chilling echo of his original crime.

His case workers confirmed this assessment, noting that his actions mirrored his “offence cycle,” a desperate attempt to cover up his actions in the face of overwhelming evidence. He remains incapable of accepting responsibility for his actions.

For Joel Campbell, the oldest son, the outcome brought a measure of validation, but no peace. “He has not changed,” he stated simply. “All that has changed is the calendar and his age.”

The family’s ordeal serves as a stark reminder of the enduring pain inflicted by violent crime and the importance of vigilance in protecting communities from those who demonstrate a continued disregard for the law and the lives of others.
