The scale of the threat is sobering. Before the change in policy, cartels were linked to the deaths of approximately 100,000 Americans annually through the proliferation of fentanyl. Every individual denied access represents a potential life saved.

While the focus sharpened on narco-terrorism, the threat from traditional terrorist organizations like al Qaeda, Iranian networks, and ISIS remained a constant concern. The NCTC continued to monitor these groups, adapting its strategies to address evolving dangers.

An unexpected development also emerged: inquiries into potential foreign ties to Antifa, leading to its inclusion as a terrorist organization under investigation. This broadened the scope of the NCTC’s work, acknowledging the potential for domestic extremism to be influenced by external actors.
