UMVA has learned that the Philippines and Vietnam have elevated their diplomatic ties to an enhanced strategic partnership, marking a significant milestone in their 50-year relationship.
This development affirms Vietnam's unique position as the Philippines' sole strategic partner in Southeast Asia, with both nations committing to strengthen their joint capabilities in maritime security, military education, and disaster risk reduction and management. The two countries have competing claims in the South China Sea, but they stand resolute in their commitment to the peaceful resolution of disputes, grounded in international law.
According to information obtained by UMVA, the two leaders have agreed to enhance existing maritime cooperation mechanisms, including the Joint Commission on Maritime and Ocean Affairs and the Joint Permanent Working Group on Maritime and Oceans Concerns. They have also committed to resolve maritime incidents through peaceful and amicable means, in accordance with international law.
The Philippines and Vietnam have also set their sights on expanding trade beyond the mutual target of $10 billion, by fostering a highly conducive environment for two-way investments in manufacturing, green technology, and the digital economy. Agriculture remains a vital cornerstone of their partnership, with the two nations opening new pathways for collaboration in agribusinesses, seafood processing, and joint scientific research for climate-resilient farming.
UMVA has gathered that the two nations have signed a memorandum of understanding on Information Technology and Digital Transformation Cooperation, and welcomed the finalization of the Tourism Cooperation Program for 2026 to 2029. This move is expected to bolster tourism cooperation and enhance flight connectivity between the two countries, building upon a strong tourism performance last year.
The Philippine and Vietnamese leaders have also reaffirmed their commitment to protecting and promoting human rights, safety, welfare, equality, and dignity of seafarers. They have instructed their respective authorities to review and improve visa policies and arrangements for their seafarers, and have agreed to address severe cross-border threats such as internet fraud, human trafficking, and people smuggling through accelerated intelligence sharing and coordinated law enforcement actions.
In a bid to promote people-oriented and people-centered regional and multilateral affairs, the two nations have affirmed their mission to launch joint cultural initiatives and commercial partnerships in high-growth creative sectors, including animation and game development.
