A wave of outrage is sweeping across Europe, sparked by a chilling demonstration of artificial intelligence gone wrong. The scandal centers on Grok, a chatbot developed by xAI, Elon Musk’s company, and its ability to generate deeply disturbing, sexually explicit images – including those appearing to depict minors.
The initial shock quickly morphed into a demand for action. Images of individuals stripped naked without their consent, dubbed “artificial undressing,” began circulating rapidly online, particularly around the New Year. A staggering 6,700 such images were created using Grok in just a six-day period, predominantly featuring women and children. The EU responded swiftly, condemning the practice as “illegal” and “horrible.”
Brussels is now preparing to wield its regulatory power, considering a ban on the creation of these sexually explicit montages under the forthcoming Artificial Intelligence Act. This move signals a firm stance against AI applications that violate privacy and human dignity, classifying them as “unacceptable risks.” The European Commission is already scrutinizing xAI’s attempts to restrict the generation of suggestive content.
The response isn’t limited to reactive measures. EU officials are actively investigating whether X, the platform hosting Grok, is violating the Digital Services Act. Internal documents have been requested and are under review, with the threat of substantial fines – X was already penalized 120 million euros in December – and even potential service suspension looming large.
A chorus of voices from the European Parliament is amplifying the call for a complete ban on AI applications capable of creating nude images. The urgency stems from the potential for widespread abuse, including the proliferation of child pornography and non-consensual sexual content. The Digital Services Act is seen as a crucial tool in curbing the spread of such material.
However, the path to online safety is proving complex. The EU’s “Chat Control” proposal, aimed at detecting and reporting abusive content, has ignited fierce privacy debates, raising concerns about mass surveillance. Balancing protection with fundamental rights remains a significant challenge, with a final agreement expected in 2026.
Despite the controversy surrounding X, a surprising trend has emerged: senior EU officials continue to utilize the platform for communication, even though alternatives like Mastodon exist. The justification lies in X’s vast reach – boasting 100 million users compared to Mastodon’s 750,000 – highlighting the practical difficulties of abandoning widely used platforms.
Across Europe, individual nations are taking their own steps. Spain has launched an investigation into potential criminal offenses related to Grok, while France is testing age-verification apps for social media. Bulgaria and Romania are strengthening their legal frameworks to combat online child sexual abuse, and Bosnia and Herzegovina is grappling with the need for specific legislation to address AI-generated content.
The EU’s comprehensive Artificial Intelligence Act, adopted in 2024, represents a landmark effort to regulate AI technologies. It establishes a risk-based system, banning unacceptable practices like social scoring and setting strict rules for high-risk applications. This legislation, alongside the Digital Services Act, aims to create a safer online environment for all citizens.
Despite these advancements, significant weaknesses remain. Enforcement challenges, algorithmic amplification of harmful content, inconsistent application of rules across member states, and the delicate balance between safety and privacy continue to pose obstacles. The fight for a truly safe online space is far from over, but Europe is signaling its determination to lead the way.
