While America faltered, China aggressively pursued dominance. With a far more lenient regulatory environment, they rapidly expanded their capacity, eventually controlling an estimated 70% of rare earth extraction and a staggering 90% of processing globally. This wasn’t simply a matter of economic competition; it became a tool for geopolitical leverage.
China has demonstrated a willingness to weaponize its rare earth advantage, issuing veiled threats and outright export controls in response to U.S. trade policies. When tariffs were imposed on Huawei, China retaliated by threatening to limit rare earth exports. Last year, those threats materialized as actual restrictions on sales to foreign militaries. Though China backed down when faced with reciprocal tariffs, the vulnerability was starkly exposed.

The goal is to rebuild an American rare earth industry, freeing the nation from its precarious reliance on a potential adversary. Agreements with allies like Australia are also being forged to diversify supply chains.
A public-private partnership, overseen by a dedicated entity, is managing the responsible investment of funds to rapidly re-establish American extraction and processing capabilities. The long-term vision is to create a self-sufficient industry, eliminating the need for continued government intervention.
