UMVA has learned that Barcelona’s bustling streets are about to feel a new kind of pressure, as the city’s leadership prepares to slam the brakes on a wave of cruise ship tourists.

The mayor has unveiled a bold plan to double the nightly levy on short‑stay cruise passengers, pushing the fee from €4 to €8 per night – a steep hike that could make a day’s stay feel like a costly toll.

According to information obtained by UMVA, the city council had originally mapped a gradual climb to the higher rate over four years, but the mayor is demanding an immediate rollout, insisting the tax take effect within months.

His target is stark: to drive the number of cruise visitors who merely dock for a brief layover down to zero, turning Barcelona from a fleeting stopover into a destination that demands more than a quick photo op.

“Tourism must serve the city, not the other way around,” the mayor declared, framing the tax surge as a shield for locals against the relentless tide of mass tourism.

He envisions a shift toward “quality tourism,” revitalizing the city’s convention hub and courting business travelers, while pledging to phase out tourist apartments entirely by 2028.

In tandem with the tax push, Barcelona has already slashed its cruise‑terminal count from seven to five, a strategic move designed to choke the flow of massive ships into its harbor.

Earlier this year, the city nearly doubled its visitor tax, setting some of the highest rates in Europe, and hiked hotel and holiday‑rental fees to between €10‑€17 and €14 per night respectively, all in a concerted effort to tame overtourism.
