POLITICAL FAMILIES: Prepare to Fall.

A determined group of lawmakers is preparing for a crucial battle in the House of Representatives, aiming to enact a truly impactful anti-dynasty bill. They’re bracing for what they call a “plenary offensive,” a full-scale push to ensure a robust ban on political families takes hold.

These representatives, from the Akbayan Party-list, are refusing to compromise on a bill they believe aligns with the spirit of the 1987 Constitution. They’ve voiced strong opposition to watered-down versions that would allow entrenched political power to continue unchecked.

Representative Percival Cendaña, alongside colleagues Chel Diokno, Dadah Kiram Ismula, and Arlene Bag-ao, insists their recommendations will close longstanding loopholes. These loopholes have historically allowed powerful families to maintain their grip on power, effectively circumventing the intent of any legislation.

Currently, lawmakers are evaluating various proposals designed to curb the influence of political dynasties. The Senate is considering a bill that would prevent second-degree relatives from running for or immediately succeeding each other in office. However, a recently approved House measure has been criticized as significantly weaker.

The House committee’s approved bill only prohibits spouses and relatives up to the second degree from holding office *simultaneously*. Critically, it lacks a provision to prevent the successive holding of positions by family members – a key tactic used to perpetuate dynastic control.

The Akbayan lawmakers are advocating for a far more comprehensive approach, proposing a ban extending to fourth-degree relatives. They also want to include party-list groups within the scope of the anti-dynasty law, broadening its reach and impact.

Going even further, the group is pushing for criminal charges against politicians who actively work to entrench their families in the political system. They believe such actions should be considered a violation of the country’s election code, carrying serious consequences.

“A strong and effective anti-political dynasty law is essential to strengthening Philippine democracy,” stated Representative Bag-ao. “Public office must be accessible to all citizens, not reserved for a select few powerful families.”

President Ferdinand Marcos Jr. has publicly identified limiting political dynasties as a key priority, responding to growing public concern over the alleged misuse of public funds. This commitment has placed the issue firmly on his governance reform agenda.

Despite decades of effort, a meaningful anti-dynasty bill has consistently stalled in Congress, hampered by a lack of support from a legislature heavily populated by political families. Investigations reveal that eight out of ten lawmakers are connected to established dynasties.
