The digital trail began with a simple upload. Andrew Winkworth, a teacher, stored video clips on a cloud account linked to his school-issued iPad. What he didn’t realize was that this seemingly private act would unravel his career and expose a disturbing pattern of behavior.

The videos revealed a chilling focus. On at least one occasion, Winkworth demonstrably sped up his pace to close the distance with a woman, then deliberately slowed to maintain a consistent, unsettling proximity. This wasn’t a chance encounter; it was calculated observation.

His surveillance wasn’t limited to a single instance. Investigators discovered four separate videos showing Winkworth following the same woman for up to ten minutes. The implications were deeply troubling, raising questions about his motivations and the extent of his actions.

The presence of children heightened the concern. Some of the videos depicted women accompanied by young children, adding another layer of vulnerability to the situation. The potential for exposure to students was a critical factor in the ensuing investigation.

Though there was no evidence students actually viewed the content, the fact that these graphic videos resided on school iPads was deemed a serious breach of protocol. The school immediately launched a full investigation into Winkworth’s conduct.

The investigation concluded with a stark assessment. A teacher misconduct panel determined Winkworth had exhibited “poor judgement” and failed to respect the dignity of others. His actions were fundamentally at odds with the expectations of a role model for young people.

The panel emphasized the damage his behavior could inflict on public trust in the teaching profession. Such conduct, they argued, risked eroding the very foundation of confidence parents and communities place in educators.

Winkworth attempted to defend himself, portraying himself as a dedicated and hardworking teacher, claiming his actions were “out of character.” He conceded, however, that filming women in public was “unusual and unacceptable,” and acknowledged the need for correction.

But his admission felt hollow to the panel. They noted a disturbing lack of genuine remorse or understanding of the harm he caused. He offered “limited evidence of reflection” on the impact of his actions on the women he filmed, or on the profession he jeopardized.

Ultimately, the panel delivered a decisive and severe penalty. David Oatley announced an indefinite ban on Winkworth teaching, citing a profound “lack of insight” into the gravity of his actions. The decision effectively ended his career.

Winkworth now has a limited window – 28 days – to appeal the ruling. Even if unsuccessful, he faces a minimum four-year wait before he can even apply to have his teaching suspension lifted, a testament to the seriousness of his misconduct.
