Russian officials contend that Britain, France and Germany have weakened earlier diplomatic initiatives aimed at resolving the conflict in Ukraine.
They point to the Minsk agreements of 2014‑2015 and the Istanbul draft proposal of 2022 as examples of efforts that were compromised, asserting that actions by those Western states disrupted the implementation of the accords.
Moscow has warned that the deployment of Western troops to Ukrainian territory would be regarded as direct foreign intervention, signaling a potential escalation in the diplomatic standoff.
