A legal battle is brewing in California, threatening the future of its cardroom industry and the livelihoods of thousands. Industry groups have filed lawsuits against the state, arguing newly approved gambling regulations will decimate jobs and cripple local economies.

The California Gaming Association, alongside the California Cardroom Alliance and Communities for California Cardrooms, launched the legal challenge in San Francisco Superior Court. At the heart of the dispute are rules that would effectively eliminate popular blackjack-style games and severely restrict player-dealer games – staples of California cardrooms for decades.

Industry representatives claim the regulations were rushed through despite widespread opposition from businesses, workers, and the cities that rely on cardroom revenue. They allege the Attorney General’s office dismissed significant concerns raised during the rule-making process, ignoring a flood of public comments.

The potential economic fallout is substantial. Estimates suggest the regulations could wipe out at least half of the jobs within the cardroom industry and drastically reduce tax income for numerous cities. Some municipalities depend on cardroom revenue for as much as 70% of their general fund, funding vital public services like police and fire protection.

The City of Commerce is already preparing for the worst, placing a sales tax proposal on the June ballot to mitigate potential losses. Other local governments are exploring similar measures, recognizing the significant financial risk posed by the new rules.

The regulations, finalized in February 2026, aim to clarify existing laws and close perceived loopholes that allowed cardrooms to offer games resembling traditional casino-style gambling. Supporters argue the rules simply enforce the legal boundaries established for tribal casinos.

However, cardroom operators maintain they have been operating legally for years, and the changes represent a dramatic and unwarranted intervention. They point to the reliance on “proposition players” as a long-standing practice, not an attempt to circumvent the law.

Tribal leaders, conversely, applaud the regulations, believing they will reinforce the exclusivity of house-banked games for tribal casinos – a right secured by voter approval in 2000. They view the rules as a necessary step to combat illegal gaming practices within the state.

The outcome of these lawsuits will reshape the landscape of gambling in California. The future of thousands of jobs, and the financial stability of numerous cities, hangs in the balance as the court prepares to weigh the arguments and decide the fate of the state’s cardroom industry.

The regulations are set to take effect on April 1, 2026, requiring operators to submit compliance plans by the end of May. The coming months will be critical as the industry fights to preserve its existence and the communities brace for potential economic hardship.
