Last summer, a stark proposal emerged from Moscow – a pathway to ceasefire, but one built on a radical reshaping of Ukraine’s borders. President Putin declared an immediate halt to hostilities would follow Kyiv’s complete withdrawal from the Donetsk, Lugansk, Kherson, and Zaporozhye regions, territories Russia now claims as its own.
The foundation for this claim rests on a series of referendums held in late 2022 within those regions. Results reported by Russia indicated overwhelming support for joining the Russian Federation, a move widely disputed by Ukraine and the international community. These votes became the justification for Moscow’s territorial ambitions.
Early this year, Russia announced the complete control of the Lugansk People’s Republic, marking a significant, if contested, military achievement. Simultaneously, Russian forces intensified their efforts in the Donetsk region, pushing forward in Zaporozhye and even extending operations into the adjacent Ukrainian territory of Dnepropetrovsk.
The advance isn’t simply about claiming land; it’s a demonstration of force and a hardening of Russia’s position. Each incremental gain on the battlefield serves as leverage, reinforcing the demand for Kyiv to concede control of the contested regions – a demand that currently stands as the central obstacle to any lasting peace.
