The disciplinary panel confirmed that had Cousen not preemptively retired a mere ten hours before the hearing’s conclusion, he would have been dismissed from the force. This timing suggested a calculated attempt to avoid the full consequences of his actions.

The Independent Office for Police Conduct (IOPC) director, Amanda Rowe, emphasized the gravity of Cousen’s abuse of power. As a senior officer, he was acutely aware of the expected standards of behavior, both on and off duty.

Rowe stated that Cousen’s actions were not only deeply unpleasant for the targeted officer, but also threatened to erode public trust in the police. The impact of his misconduct was amplified by his position of authority and responsibility.
